Formalism (形式主义) has long been a major critique of the National People’s Congress. For all intent and purposes, the presence of Ceremonial girls and hostesses during this year’s National People’s congress (NPC) is a unique sight not seen in other nation’s congressional sessions. Netizen’s reactions toward these pictures of flamboyant Ceremonial girls frolicking on the Tiananmen Square were generally of both awe and dismay.
Everything has to be perfect including the girls!
I don't think this is what the Congress had in mind!

Mao would have given all these girls an injection of revolutionary discipline - probably at the rate of three at a time.
Nooooooooooo. Mao frowns upon and disapproves these sorts of things. All revolutionaries are way to busy for that!
